Whole-of-Government Information Licensing
In August 2006, the Queensland Spatial Information Council (QSIC) endorsed the Stage 2 report of the government information licensing project (http://www.oit.nsw.gov.au/pages.asp?CAT=805&ID=995; http://www.licence.nsw.gov.au/). The report outlines the steps needed to progress the Creative Commons based information licensing framework to implementation and will soon be available on the QSIC website.
Stage 3 of the project will implement the licensing framework progressively across pilot agencies, including the development of a digital rights management system.
The project team is working in collaboration with the Queensland University of Technology (QUT) Open Access to Knowledge (OAK) Law Project (http://www.oaklaw.qut.edu.au/), being lead by Professor Brian Fitzgerald, Head School of Law at QUT.
In March 2007, international and national policy, technology and legal experts and academics will participate in a congress to be held in Brisbane, which will be convened by the OAK Law Project with support from the Office of Economic and Statistical Research in Queensland Treasury. Presentations will address key issues and lead discussions on various strategic economic, policy, technology and legal issues relevant to implementing a Creative Commons licensing framework.

As peer based production matures, it becomes essential to investigate the role of licenses for this new collaborative world and their implications for innovation, business models, and societal effects. Understanding that licenses reflect and try to resolve, legal, social, economic and technological constraints the objective of this symposium was to bring together legal scholars, economists, social scientists and technologists to discuss the special role of licenses in this 'open' world.
