[GSDI Legal Econ] Agenda for Working Group Roundtable session at GSDI-10

Dear Legal & Socioeconomic Working Group members
At the GSDI-10 conferene in Trinidad later this month, we have a
90-minute Roundtable session scheduled on Wednesday, 27 Feb, at 16.00 to
17.30h.
I would like to use that session to review what we accomplished - or not
- in 2007 - and to propose a new, more focused agenda for 2008. (See the
attachment).
Many of the activities that were programmed for 2007 did not occur,
simply because we all seem to be very busy people - and I do not see
that situation changing in the future.
For my own part, since time available to participate in extra curricular
activities such as GSDI is limited, I want it to be as productive as
possible. To my way of thinking, that means producing something of value
- and of use - to others - not simply communicating amongst ourselves.
Hence my suggestion that we identify and focus on a single, deliverable
for 2008 that would be of practical use to those who are implementing
SDIs - and will continue to do so for the next decade at least.
My suggestion is to look at cost-benefit methodologies. Kate and others
are interested in post-implementation SDI performance measurements and
indicators of success. To my mind, CBAs should include both
pre-implementation and post-implementation components - something that
is simply not happening in the world today, generally for many very
large government programmes, not just for SDIs, i.e. in e-Government
infrastructure, etc.
So, to make best use of your unique experience and expertise in 2008,
perhaps we can discuss this approach at the Roundtable in Trinidad (for
those lucky enough to be there!) and then via the list post-conference.
