Hey, that's part of *my* thesis! But please let me know if you find 
anything -as I have not found a single reference to a "success criteria"

for SDIs nor pre-defined "performance criteria" in all my investigations

into SDIs in the past 5 years.

And OS GB performance targets are all well and good - every organisation

should have these and most in the private sector do - but these bear no 
relationship to the performance or success criteria for an "SDI", in my 
opinion, since they relate to a single type of geospatial data (purely 
topographic) and not on how well an entire info infrastructure is 
performing. (OS GB has no responsibility for coastal information, 
environmental information, meteorological information, hydrographic
chart 
information, etc.  all of which are just as important to a truly
national 
geospatial data infrastructure as is basic topo data).

Regardless of how well OS GB appears to be meeting targets set by the 
government - to monitor its progress as a trading fund - you won't find 
*anyone* (knowledgeable - and outside OS GB!) in the UK who claims that
we 
have anything approaching an integrated spatial data infrastructure. In 
fact, you *will* find that we have four completely different regional 
infrastructures being created, and these are at quite different levels
of 
implementation, ranging from consultation still ongoing as to what the 
strategy in "England" should even be to partial implementations or at
least 
agreement on firm strategies in N. Ireland, Scotland and Wales - all 
separate from one another.

So much for national integration.
