From DG Research monthly news bulletin:

Digital repository to provide open access to ERA 'goods'
http://ec.europa.eu/research/infocentre/article_en.cfm?id=/research/headlines/news/article_06_10_10_en.html&item=Infocentre&artid=2414
It is said that the European Research Area is to research and innovation what the EU "common market" is for goods and services. That being true, there is then need for a common warehouse to store the "goods" produced by the ERA. The Commission has recently laid out plans to establish such a repository, known as the Digital Repository Infrastructure Vision for European Research, or DRIVER.
<ends>
From the web site:
"DRIVER will serve as an e-infrastructure for storing R&D findings
produced through the ERA. Once established, the general public will have
free access to scientific/technical reports, research articles,
experimental or observational data, rich media and other digital
information via the internet."
That should raise some interesting IPR questions amongst the many
European universities who have set up specific units to capitalise on
the IPR resulting from their research, including government funded research.
