*European Union. European Commission adopts Recommendation on the 
management of intellectual property in knowledge transfer activities by 
public research organisations.*

The European Commission has adopted a Recommendation on the management 
of intellectual property in knowledge transfer activities by 
universities and other public research organisations (PROs).

The Recommendation aims to help Member States develop or adapt policies 
or guidelines on the management of intellectual property (IP) and 
knowledge transfer activities, and intends to promote the exploitation 
of publicly funded research results. To improve the management of IP by 
PROs, the Commission offers a set of key policy principles that Member 
States are asked to follow when introducing or adapting national 
guidelines or other measures regarding knowledge transfer. Relying on 
common principles across Europe will help address the existing 
discrepancies between national knowledge transfer systems (regulations, 
practices, etc.). It will also facilitate knowledge transfer both within 
and between Member States and support the development of a truly 
European Research Area.

The Recommendation also includes a "Code of Practice" for PROs, 
establishing principles that they should rely on when developing or 
reviewing institutional policies.
