  The Luxembourg Executing Agency for Development Cooperation (Lux-Development) is looking for a Chief Technical Advisor to be based in Windhoek, Namibia, starting 01.01.2006. Project duration initially 24 months
The Project will develop a new model for the preparation and implementation of Regional Development Plans based on National-Regional dialogue, inter-departmental cooperation, community participation and the application of web-based GIS tools.  
The CTA must have qualifications in regional and urban development planning, with supporting expertise in governmental reform, organisational development (OD), budgeting processes and participatory planning; familiarity with African institutional environments and processes would be an advantage; familiarity with GIS but need not be a technical expert in application of the tool. Project management experience is necessary. This post is open to individual applicants only.

  National Counterpart Project Manager
S/he should have at least 5 years experience in planning and development work and should be very familiar with institutional structures and processes in Namibia. Basic understanding is a requirement and the candidate should be highly computer literate. This is a senior posting and the candidate should ideally be in a position to carry the work forward once the CTA assignment is finished. This will be a secondment lasting 24 months but extendable into a new position of responsibility once GIS III is nearing an end.
