fyi... a recent speech by Nigeria's President Obasanjo mentioning GIS, GPS, and satellite imagery. Nigeria is gradually getting the top-level people (President and Ministers) interested in GI. And hopefully Nigeria's national GI policy will be finalized soon, now that these key decision-makers are interested in GI and have seen the need. Some could argue that this level of awareness/interest is a result of Nigeria having its own earth observation satellite (even with its low resolution as such).

"For the first time in the conduct of census in Nigeria, the 2006 Census has emplo-yed such technology as the use of Geographical Positi-oning System (GPS) and Satellite imageries to carve out geo-referenced Enum-eration Area maps. Conse-quently, for the first time, it would be possible to verify the exact location of buil-dings and persons as enume-rated during the census.

In addition, Geographic Information System (GIS) would be used to store the result of the 2006 Census, and would be placed on the internet to ensure that all interested persons are given unhindered access to the results. These initiatives and innovations also go to confirm the openness with which we are conducting the census."
