OCHA’s Mission Statement:
The OCHA Office in the oPt has responsibility for inter-agency coordination
in complex emergencies and in natural disasters. In the context of the
deteriorating humanitarian situation in the occupied Palestinian territory,
the OCHA Office has a specific responsibility for (a) disseminating
information and policies to the humanitarian community, authorities and
donors, as well as supporting resource mobilization efforts; (b) assisting
in the identification of humanitarian priorities and needs and the
coordination of resource mobilization efforts; and (c) disseminating
information on the impact of natural disasters, response thereto and the
need for international assistance.
Since January 2006, the operative context has changed in the oPt and more
pressure has been put on humanitarian agencies. In this context, OCHA-oPt
has undertaken to strengthen its monitoring of the humanitarian situation
on the ground with other UN agencies.
OCHA in the occupied Palestinian territory (OPT):
The OCHA oPt field office has its headquarters in Jerusalem with area
offices in Gaza, Ramallah, Hebron, Nablus and Tulkarm. Its main role is to
coordinate the UN humanitarian agencies activities; provide information on
the humanitarian situation and advocate for lasting solutions to the
current crisis in oPt. See OCHA-oPt website for more details.
Job Description:
Under the direct supervision of the OCHA-oPt Head of the Research and
Analysis Unit and the overall supervision of the Head of Office, the
incumbent will monitor indicators and analyse information of the
humanitarian situation in the West Bank and Gaza Strip, focusing on issues
related to access and movement, the protection of civilians, vulnerability,
humanitarian need and the humanitarian response.
The person will participate in sectoral coordination with other UN agencies
and NGOs to ensure that accurate information and analysis is provided in a
timely manner. This information and analysis will feed into the
Consolidated Appeals Process (CAP), Needs Analysis Framework (NAF) and the
UN-wide monthly Humanitarian Monitor report, along with other outputs.
Specific Tasks:
- The production of the UN Humanitarian Monitor report compiled by OCHA.
This includes the following tasks:
・ In coordination with the sector working groups, OCHA-oPt field offices,
and other organisations compile accurate and timely information according
to pre-identified quantifiable indicators as well as qualitative
information regarding the situation in the health, education, employment,
water and sanitation, child protection, food nutrition, and agriculture
sectors.
・ Draft the monthly Humanitarian Monitor, incorporating sectoral inputs
and providing situational Analysis based on the various contributions and
feedback from UN agencies, NGOs and other sources.
・ Analyse trends over time, developing the presentation of the information
with graphs and other visuals.
・ Participate in monitoring for OCHA reports and other outputs, including
the Access and Protection monthly report and the weekly Protection of
Civilians briefing paper.
・ Incorporate Situation Analysis into the ongoing Needs Analysis and
Assessments that underpins the Consolidated Appeals, coordinated by OCHA.
・ Engage in innovative research and analysis, in co-operation with the
field offices, on the humanitarian situation, and humanitarian policy
issues.
・ Perform any relevant duties as required.
Qualifications:
Education: Advanced university degree (Masters Degree), preferably in
Development Studies, Humanitarian Affairs, Economics or other Social
Sciences or other relevant field: or the equivalent combination of
education and experience in a related area.
Experience: Minimum of 5 years of progressively responsible professional
experience in research and analysis in development or humanitarian contexts
preferably with a humanitarian monitoring background.
Language: Fluency in oral and written English is essential; Knowledge of
Arabic beneficial.
Other Skills: Knowledge of the institutions of the UN system, particulary
OCHA is an advantage.
