Can't rightly say.  Maybe it was just a straight forward theft... or maybe the thieves wanted to disrupt the process of having to pay taxes... or maybe the intention was to damage records so that investors with unused land could avoid having their rights cancelled (see article -

The Maputo Provincial Directorate of Agriculture is making good on a longstanding threat to cancel the land tenure rights of investors who fail to use the land allocated to them.
