Commentary by Paul Kagame: State, investors and the media play key role in climate watch
This opinion is derived from President Kagame's remarks at the Regional Meeting of Environmental Journalists (East and Central Africa) in Kigali on 5 June 2007.
President Kagame called for critical reflection on the role and responsibility of African governments, the private sector, and media practitioners in addressing the continent's environmental challenges. Addressing participants at that conference, the president pointed out that building capacity in all three sectors was critical for planning and effective environmental management.
.... The African Union and regional economic blocs, as well as individual African states, have an urgent role to play in developing and sustaining improved infrastructure for credible weather-data collection, analysis and dissemination.
... The African business community has a role to play as well by seeking investment opportunities in new technologies that are not harmful to the environment.
... And the media plays a vital part in informing and educating society on issues related to the environment.
[in my view... I'd like to hear more about the "institutions, policies, and laws" and the possible incentives and accountabilities that could influence how or whether the state, business community, and the media to perform the roles identified. Kagame does mention "substantial budgetary allocations." A better understanding of (appropriate and realistic) structures - approaches - instruments that 'fit' African environments would help.]
