The Government of the Republic of Uganda has received a grant from the Government of the
Kingdom of Belgium, towards the implementation of the Kampala Integrated Environmental
Planning and Management Project (KIEMP) and has re-assigned this grant to Kampala City
Council (KCC). 
Kampala City Council (the Client) now invites proposals from interested Consultancy Firms
to provide Baseline Survey Consultancy Services for the Kampala Integrated Environmental
Planning and Management Project. This is one of KCC’s measures to improve the living 
conditions in the informal settlements of Kampala City.
The Consultant’s outputs shall include, but not necessarily be limited to, the following:
- Socio-demographic characteristics established, including but not limited to:
household size, number of children in the household, marital status of household
head, sources of income, poverty and health status.
- Extent, location, status, use, management and maintenance of existing traditional and
improved infrastructure established, with respect to: water supply, sanitation,
drainage, access roads, solid waste management and city greening.
- Housing conditions established, regarding type and quality of dwelling units,
settlement patterns and location of informal settlements.
- Kampala City Council regulations and standards for infrastructure documented.
- Availability of land for infrastructure works and housing improvement established,
including potential areas for resettlement of displaced households from the project
area.
- Knowledge, attitudes and practices with respect to environmental health established
including safe water supply, human excreta disposal, drainage, solid waste
management and city greening.
- Economic activities of households in the project area established.
- Community awareness of micro-finance institutions established.
- Institutional structures and arrangements described, including district, divisions,
parishes, zones, community based organizations, non governmental organizations,
central government ministries, and the private sector.
- Comprehensive stakeholder analysis undertaken.
- Comprehensive digital base map (Scale 1: 2,500) of each parish prepared
supplemented by community hand drawn maps (community mapping).
