International Expert in Forest Land information Systems (FLIS), Port-Louis, Mautitius 
The international FLIS Expert will be ask to prepare the development of a comprehensive Terms of Reference for Request for Proposal for the various components of the FLIS, its installation and all the necessary specific tasks described below; 
Define the parameters of the Forest Land Information System in Mauritius including Rodrigues. This would include discussions with local GIS stakeholders from Forestry Services, National Parks and Conservation Services and National Remote Sensing Unit and Ministry of Housing and Lands and other necessary institutions, as well as end users, to discuss the needs of the system. 
Identify what types of LIS models should be developed and what these models should analyze. 
Prepare hardware and software specifications for the FLIS and propose a procurement strategy. Provide advice and develop specific TOR’s for the purchase of software. 
Identify the necessary training of the Forestry Service staff in the use of the FLIS), e.g. operating the system and performing data analysis etc. 
Develop a Protocol for accessing the FLIS. 
Prepare the Request for Proposal for potential suppliers for the various components of the FLIS, its installation and other specific tasks to be carried out by the FLIS. 
Prepare Evaluation criteria document for the Evaluation of the RFP. 
Participate in the Panel for the Evaluation of RFP (home based).
