Post-Conflict Land Expert Deadline: 23 December 2008 In 2008, the Early Recovery Cluster also tasked UN-HABITAT to develop a set of Guidelines for addressing post-conflict land issues. A variety of materials are to be produced, including two guidelines: (i) Guidance Note, targeting humanitarian actors with limited substantive background on land issues; (ii) Guidelines, targeting land professionals with more in-depth, operational information on developing, implementing and monitoring post-conflict land interventions. The scope of work for the Guidance Note includes: (i) Information needs assessment targeting key humanitarian actors to determine the type of land-related information required by humanitarians, as well as the most appropriate structure, length and presentation style for communicating key messages (includes travel to Geneva); (ii) Desk review of existing guidelines produced by FAO, USAID, UN-HABITAT, etc. and additional sources as required to produce a provisional list of key information/messages and annotated outline (the desk review and needs assessment should be initiated concurrently); (iii) Draft Guidance Note for review at an Expert Group Meeting in the first quarter of 2009 (location likely to be Geneva), including provisional layout and design; (iv) Final draft Guidance Note, incorporating comments from meeting and external reviewers; (v) PowerPoint presentation communicating the key messages of the guidelines that can be adapted for sensitization and awareness presentations; The longer ?Guidelines? will be developed in a second phase of work not covered by the present ToR. The selected candidate will have the following background: ? MA or PhD in a land related field or other relevant discipline, including inter alia, agriculture, natural resources management, urban planning, architecture, law, political science, geography, anthropology, etc. ? Proven knowledge of post-conflict issues, with a specialization in a relevant land-related area; ? Ability to develop, implement and analyse a user-needs analysis to develop the content to meet the needs of the humanitarian community; ? Proven research and analytical skills; ? Excellent networks within the humanitarian community in Geneva, New York and with major donors/multi-laterals; ? Excellent English writing and communication skills; ?
