Message-ID: <581420.534.qm@web53612.mail.re2.yahoo.com> interesting... http://scidev.net/en/opinions/africa-analysis-federal-or-regional-science-policy.html Africa Analysis: Federal or regional science policy? Research and innovation is an area that could benefit from coordinating projects and pooling resources between nations. So it was disappointing when a row in 2007 between the two main pan-African policy bodies (AU and NEPAD) threatened to derail plans for continental science programmes. Now, the disagreement threatens to feed tensions over whether a federal or a regional approach would be best for Africa. It would be a shame if all the effort and money poured into pan-African science programmes crumbles while policy actors bicker over who should do what. Unfortunately, even the funders seem to be picking sides. The European Union allegedly prefers central management while Japan, which recently created its own African development programme, is said to be choosing a more multilateral approach. -------------- next part -------------- An HTML attachment was scrubbed... A partial, antumbral eclipse will be seen within the much larger path of the Moon's penumbral shadow, which includes the southern third of the African continent and Madagascar. In solar eclipses, the Moon moves between the Sun and Earth, casting its shadow on the terrestrial surface. The animation above, by Dr. Andrew Sinclair, shows the grey penumbral shadow where the eclipse will be seen as a partial one and the smaller red antumbral shadow where the eclipse will be seen as an annular. The UT time is shown in the upper right-hand corner of the diagram, and the central line duration of the annular eclipse can be seen in the lower right-hand corner. During the eclipse, there will be live images from various places in Southern Africa at: http://www.astronomy2009.org.za/moonshadow Remember: Never look at the Sun with binoculars or a telescope. You may loose your eyesight immediately. And don't look at it with your naked eyes either, as this too may damage your eyes. -------------- next part -------------- An HTML attachment was scrubbed...
