A few seconds? reflection should undermine the credibility of such figures. Who accepts that in the failed state of Somalia it is possible to determine the infant mortality rate? Yet according to the World Bank it stayed at 133 per 1,000 between 2000 and 2005 (World Development Indicators, 2007). In fact, barely an African statistic is not tainted: the product of a statistician?s sucked thumb, a politician?s self-interest, UN guesswork, a non-governmental organisation?s fundraising drive or a lobbyist?s agenda. It is difficult ? nay, impossible ? to generate an accurate figure for growth when the informal sector accounts for the bulk of African economic activity and output. An accurate count of lives lost in war or famine is never easy. But it becomes little better than guesswork when basic population figures are in dispute. The first step towards compiling an accurate picture is to make assistance to Africa?s under-funded statistics departments a priority in international aid programmes. At the same time, enlist the support of the private sector and create a new index ? call it the Africa Commercial Indicator ? that would measure economic development and serve as a yardstick for the level of poverty. Such an index could be based on sales and purchases, collated and monitored by the local producers, of items such as beer and soft drinks, sugar and salt, electricity and cement, as well as the volume and value of exports that can be verified. Accurate statistics, objectively gathered and responsibly used, are as essential as compassion in tackling Africa?s plight. This is a major release for the project. GeoNetwork opensource ( http://geonetwork-opensource.org ) is a standards based geospatial catalog application that helps people and organizations to organize and publish their geospatial data through the web. It is currently used in numerous Spatial Data Infrastructure initiatives across the world. Important improvements have been made to ease of use, advanced metadata editing, performance and interoperability making it one of the most advanced, if not the most advanced geospatial metadata catalog available on the market today. The software provides an easy to use web interface to search geospatial data across multiple catalogs, combine distributed map services in the embedded map viewer, send annotated interactive maps to friends by email, publish geospatial data using the online metadata editing tools and optionally the embedded GeoServer map server. Administrators have the option to manage user and group accounts, configure the server through web based and desktop utilities and schedule metadata harvesting from other catalogs. You will find support for a number of metadata formats (ISO19115/19119 following ISO19139, FGDC and Dublin Core), a number of catalog interfaces (OGC-CSW2.0.2 ISO profile client and server, OAI-PMH client and server, GeoRSS server, GEO OpenSearch server, WebDAV harvesting, GeoNetwork to GeoNetwork harvesting support). A single, platform independent installer allows to install and run the software on a PC or a server on Windows, Linux and Mac OS X. The installer can be downloaded as an executable Windows file or as a platform independent .jar installer. It creates a Start menu on Windows computers. Command line installations are also possible for remote installations. Please refer to chapter 6 of the manual for detailed installation instructions. The GeoNetwork community has been expanding quickly over the last years. The current release has been possible because of all those that contributed to the project through code contributions, testing, bug reports and fixes as well as many suggestions. GeoNetwork opensource is part of the Open Source Geospatial Foundation (OSGeo, http://www.osgeo.org) software stack, providing software you can trust tobe free, open and sustainable. Voluntary support is provided through mailing lists, websites and online forums. The program will also provide grant funding to between ten and twenty small and medium businesses with the strongest proposals for boosting economic opportunity and job creation in Sub-Saharan Africa through diaspora-driven development. The initiative, which includes a research component, is designed to demonstrate the impact that entrepreneurs from the world's diaspora or migrant communities can have on development in their home countries. Proposals must be implemented in one of the following Sub-Saharan African countries where USAID has both on-the-ground presence and potential technical assistance programs for entrepreneurs: Angola, Burundi, Ethiopia, Ghana, Kenya, Liberia, Malawi, Mali, Mozambique, Namibia, Nigeria, Rwanda, Senegal, Sierra Leone, South Africa, Tanzania, Uganda, and Zambia. To participate, candidates must be a member (or members) of the Sub-Saharan African diaspora living in the United States as a U.S. citizen or permanent resident, and must have a local partner in the country of implementation. A selection committee will review initial proposals and identify qualifying applicants who will be requested to submit a comprehensive business plan for evaluation. Program finalists will be provided with guidance and technical assistance in developing their business plans. The grant selection panel will evaluate final business plans and select grant recipients based on criteria that include the business idea and management framework, prospects for sustainability, capacity to leverage diaspora resources, and results orientation. Grants will range from $50,000 to $100,000 each. Application deadline extended!
