1. Background

The Inter-Agency Standing Committee has endorsed OCHA
as the steward of Humanitarian Information Centers
(HIC), a common service provided to the humanitarian
community during an emergency. HICs work to support
coordination through the provision of information
products and services, and contribute to the creation
of a common framework for information management
within the humanitarian community. HICs are service
oriented, existing solely to ensure its clients have
access to the best, most timely and reliable
information products possible.

The GIS Officer (GISO) will provide support in GIS,
cartography and spatial analysis to the humanitarian
community. The GIS Officer will report to the HIC
manager through the Data Coordinator and will work
with the GIS Officer (L-3) in the supervision of a
number of national GIS Assistants.

2. Duties

1. Work within the HIC in developing and producing
maps and related documents to support the work of the
HIC and the humanitarian community;

2. Work closely with clients to identify their needs
and advise on the GIS products and services the HIC
can offer to enhance their work;

3. Develop strong links with other GIS staff in the
affected area to promote coordination and
information-sharing between organisations;

4. Participate in sectoral working groups to identify
information needs and provide technical support;

5. Assist in the training and development of national
skills in GIS;

6. Identify requirements for spatial analysis and
products relevant to activities of the humanitarian
community;

7. Prepare and distribute maps, report and documents
in various formats (hard-copy, digital and
web-compatible);

8. Liaise with other information providers on spatial
data issues;

9. Assist members of the Geographic Information
community with large-format printing and other
services for which they do not have their own
resources;

10. With the GIS Officer (L-3), represent the HIC at
the inter-agency technical working group on common
data standards;

11. Assist in the management of the HIC map store and
product catalogue;

12. Work with a national GIS Assistant;

13. Any other duties as may be requested by the HIC
Manager.

3. Qualifications / Experience

    * University degree (Bachelors degree), preferably
in Geographic Information Systems, computer science or
other relevant field.
    * Minimum of four (4) years of increasingly
responsible relevant professional experience in GIS or
information management or other related field. This
must include at least one year of experience working
in a humanitarian or development context.
    * Practical background in GIS and cartography,
including knowledge of current GIS software (MapInfo,
ARC/Info, ARC/View);
    * Knowledge of related software and systems
(database, word processing, desktop publishing);
    * Knowledge of Remote Sensing and raster-vector
integration techniques;
    * Familiarity with Spatial Data Infrastructure
(SDI);
    * Experience of staff and project management;
    * Excellent inter-personal and general
communication skills;
    * Strong service orientation;
    * Ability to work with minimum supervision in a
multi-cultural environment;


4. Lanugages:

    * Ability to write clearly and concisely in
English; and
    * Knowledge of a second UN language would be an
advantage.
