  Land Information Team Leader - Afghanistan
  Emerging Markets Group (EMG, www.emergingmarketsgroup.com) is currently seeking a Land Information Team Leader to join a team of international advisors and Afghan experts currently working with the Government of Afghanistan to reform the land titling process. In support of the overall objective, the Land Information Team Leader will support the creation of a computerized GIS based nationwide Immovable Property Register.
  Duties include:
  • Inventory existing parcel maps and property information in various government agencies; 
  • Develop and implement a plan to improve communication and coordination between relevant offices; 
  • Recommend the least cost method of GIS based property mapping for urban areas where no maps currently exist;
  • Design and implement a nationwide unique parcel and property identifier system; 
  • Design and implement a pilot project for the creation and maintenance of a GIS based parcel-based indexes that; and 
  • Identify needs of short-term and long-term training and organize training on new trends in land administration, property mapping and GIS as required.
  The ideal candidate should have a minimum of 7 years of hands experience in a land information environment and administration of a Cadastral agency; knowledge of Legal Immovable Property Register technical and institutional issues and experience in modern IT and GIS technology. Ability to communicate and demonstrated capability in training and mentoring local staff required. An advanced degree in relevant field required.
