USAID Land Titling and Economic Restructuring Program in Afghanistan (LTERA, http://www.ltera.org/) is aimed at improving land tenure security for Afghans and assisting the Government of Afghanistan to undertake a comprehensive privatization program. USAID/LTERA Land Titling and Registration activities take a community-based approach to land administration in Afghanistan. The project's goal is to improve urban land tenure security for Afghans. The approach involves analyzing the existing legal framework of land administration, including issues related to property adjudication and registration, mapping and land surveying, formalization of informal property rights, identifying gaps in the framework, and making appropriate recommendations to the Government of Afghanistan to improve land administration.
