National Conference on Integrated Land Information for Improved Land Administration in Afghanistan

On September 3, 2007, the Cabinet of Ministers of Afghanistan approved the new land policy drafted by the Ministry of Urban Development, Ministry of Agriculture and Ministry of Justice with the support of USAID/LTERA. This land policy document identifies and proposes a set of actions aimed at tackling the bottlenecks undermining a proper administration of land in Afghanistan. Major bottlenecks are the dilution and overlapping of land-related responsibilities over various institutions which all produce and manage information for different purposes, in isolation from one another and using their own poorly-defined or outdated standards. This has resulted in a considerable fragmentation of land records. A lack of accuracy and consistency have been fueling both land disputes and defiance in governmental institutions, and has been ultimately jeopardizing the social and economical development of the country.
The main objective of the national conference proposed by USAID/LTERA is to explore ways to improve land administration in Afghanistan through the standardization, integration and circulation of land information. The conference follows a study tour to France, the Netherlands, and Denmark (December 1-16, 2007).
