The Estonian Land Board (ELB) is taking the lead in implementing the national land policy and providing the community with geospatial data. ELB is responsible for developing Estonian National Land Information System (LIS) what forms a foundation to the Estonian National Spatial Data Infrastructure. Geoinformatics is one of the ELB's core activities, providing support to other ELB's activities like land cadastre, cartography, geology, geodesy, etc and also dealing with GIS related activities in state and municipality level. Importance of geoinformatics emerged rapidly in ELB during last years, as it emerging in the whole world. Geoinformatics has moved more and more closer into mainstream information technology (IT) and it is hard to draw clear line between GI technology and information technology. Therefore development process of (geo)information systems in ELB is conducted with close co-operation between two departments - Department of Information Technology and Department of
Geoinformatics.
In year 2005 main challenge was to find and develop software solution for supporting topographic data and map production workflow for Estonian National Topographic Database. Also data re-engineering works were continued, causing the need for reviewing spatial data models.
Two significant projects related to OGC standards, were initiated:
Reorganizing National GIS-s to OpenGIS architecture;
Developing National Land Information System data services.
The main goal of the both projects is to make spatial data and maps available and easy to use for the authorized users and information systems.
Also new web map applications services were created and implemented with co-operation with Estonian Road Administration and Statistical Office of Estonia.
