The Socioeconomic Effects of Public Sector Information on Digital Networks:
Toward a Better Understanding of Different Access and Reuse Policies

SUMMARY
An international workshop will be organized by the U.S National Committee for
CODATA in collaboration with the Organisation for Economic Co-operation and
Development (OECD) to obtain an improved understanding of methods, models,
and techniques to assess the specific effects of different access and reuse policies
for online Public Sector Information (PSI). Specifically, the project will be performed
pursuant to the following statement of task:
1- Why is a better understanding of the specific economic and non-economic
values and effects of policies of access to and reuse[1] of PSI important?
What could be done to improve knowledge of these issues?
2- What is the state-of-the-art in different approaches for evaluating the direct
and indirect economic and non-economic benefits and costs of access and reuse
policies for PSI in the online environment? Define the underlying concepts and
survey the literature about these policies and assessment methods.
3- How have these methods been applied, for what types of information, and
by which organizations? What are the commonalities and differences among the
various methods in relation to the types of information and policies being assessed?
4- What are the criteria to assess the validity and reliability of such methods?
What is known or still needs to be known about the application of these methods
to the evaluation of public information policies in the online environment?
5- Identify a range of best practices, theoretical frameworks, and models that are
currently used to assess the economic and non-economic value and effects of
different policies of access to and reuse of digital PSI.
6- Identify a range of activities that might be undertaken by information managers
and policy makers in the OECD countries to enhance understanding of the economic
and non-economic value and effects of different policies of access to and reuse of
digital PSI.
A two-day workshop with invited expert speakers will be held to address the tasks above.
The first 1.5 days will focus on tasks 1-4 and the final half-day will address tasks 5 and 6.
A summary report will be published by the National Academies in collaboration with the
OECD at the conclusion of the project. This workshop is planned as the first phase of a
two-phase activity in which the results of the workshop are used to develop and implement
PSI assessment strategies at the national level. It will also provide inputs into the OECD
Ministerial meeting that will be organized in June 2008.

[1] According to the OECD report, DIGITAL BROADBAND CONTENT: PUBLIC SECTOR INFORMATION AND CONTENT (2006). Working Party on the Information Economy. DSTI/ICCP. OECD, Paris , “reuse” is focused on exploiting the economic value of public information (p.10). There are also many other cases, however, in which end users only “use” this information for their own purposes, such as personal education and other socially-focused activities without adding any value to the original PSI. Because reuse potentially involves much broader and greater economic (as well as non-economic) effects, we focus primarily on the reuse of PSI throughout this proposal and distinguish between reuse and end use only where that distinction is important.
