19-Dec-07 INSPIRE: Request for Experts
ANNOUNCEMENT 
REQUEST FOR INTERESTED EXPERTS (INCLUDING RENUMERATION ACCORDING TO COMMISSION RULES) 
SUBJECT: TECHNICAL SUPPORT FOR THE DEVELOPMENT OF INSPIRE IMPLEMENTING RULES LAYING DOWN TECHNICAL ARRANGEMENTS FOR THE INTEROPERABILITY AND, WHERE PRACTICABLE, HARMONISATION OF SPATIAL DATA SETS AND SERVICES. 
The INSPIRE Team announces that it will use the list of independent experts of the Seventh Framework Programme for Research for the selection of individuals in support of the development of INSPIRE Implementing Rules laying down technical arrangements for the interoperability and, where practicable, harmonisation of spatial data sets and services. 
The INSPIRE Team envisages technical support from a maximum of 16 experts for tasks that are outlined in the document referenced below, in the field of the Annex I spatial data themes (in particular, for Coordinate reference systems, Geographical grid systems, Geographical names, Administrative units, Addresses, Cadastral parcels, Transport networks, Hydrography, and Protected sites). 
For each expert the work will cover a maximum of 30 days over a period of 12 months; this maximum of 30 days will be implemented with contracts of shorter duration. It is anticipated that the work will start in early February 2008. The fee paid to selected experts is 450 Euro per day. Any travel or accommodation expenses made for meetings in the framework of the tasks will be reimbursed separately according to the applicable rules and conditions.

Experts are encouraged to indicate that they are available as a reviewer, to use as freestyle keywords the term “INSPIRE spatial data harmonisation”, and to send to inspire-info at jrc.cec.eu.int the registration number that they receive. 
The INSPIRE Team will be selecting the experts on 15th January 2008. 



 
17-Dec-07 INSPIRE Draft Implementing Rules for Discovery and View Services 
INSPIRE Draft Implementing Rules for Discovery and View Services is now available for public view and for comments from SDICs and LMOs. With the Implementing Rules, comes the first draft of the INSPIRE Network Services Architecture defining the overall technical framework for each of the Network Service Implementing Rules. Comments on these drafts are restricted to registered Spatial Data Interest Communities and Legally Mandated Organisations ONLY. Their contact persons have been notified following the agreed upon procedure. 
Based on all the comments received, the Network Services Drafting Team will issue a new version of the Implementing Rule and of the architecture to be then publicly reviewed for a submission of the final draft of the implementing rules to the INSPIRE regulatory committee before the end of 2008.

17-Dec-07 INSPIRE Draft Implementing Rules for Metadata 
The relation between ISO19115 and ISO 19119 and the elements of the INSPIRE draft Implementing Rules for Metadata (v.3) have been published.

This document is informative, and not subject to the formal public consultation on the INSPIRE Implementing Rule for Metadata which ends on 21st December 2007. Nevertheless, any technical or editorial comments to this document can be sent to massimo.craglia at jrc.it and will contribute to further revisions of this document.

An additional informative document expressing the relation between ISO 15836 (Dublin Core) and the INSPIRE draft Implementing Rules for Metadata will be published in January 2008.
