Comments on the draft Discovery and View Implementing Rule are restricted to registered Spatial Data Interest Communities and Legally Mandated Organisations ONLY. Based on all the comments received, the Network Services Drafting Team will issue a new version of the Implementing Rule and of the architecture to be then publicly reviewed for a submission of the final draft of the implementing rules to the INSPIRE regulatory committee before the end of 2008. The deadline for submission of comments is 18 February 2008.

INSPIRE Draft Discovery and View Implementing Rule
This document contains the Network Services Drafting Team’s proposal for the technical content of the INSPIRE Implementing Rules for Discovery and View Network Services. This proposal is based on the requirements as expressed in the INSPIRE Directive, on the review of reference material, and on the study of existing standards and specifications. Five services are required by the INSPIRE Directive:
(a) discovery services making it possible to search for spatial data sets and services on the basis of the content of the corresponding metadata and to display the content of the metadata;
(b) view services making it possible, as a minimum, to display, navigate, zoom in/out, pan, or overlay viewable spatial data sets and to display legend information and any relevant content of metadata;
(c) download services, enabling copies of spatial datasets, or parts of such sets, to be downloaded and, where practicable, accessed directly;
(d) transformation services, enabling spatial data sets to be transformed with a view to achieving interoperability; and
(e) services allowing spatial data services to be invoked..
The Member States have 2 years (2007–08) to transpose INSPIRE into their national legislation. In addition to the measures adopted through national legislation, INSPIRE requires for a number of specified issues more detailed “Implementing Rules” established at Community levels.

INSPIRE Network Services Architecture
This Network Services Architecture document is informative and is not an Implementing Rule. Rather, it is a contribution from the Network Services Drafting Team to help the process of developing the Implementing Rules for each of the INSPIRE Network Services. The purpose of the document is to provide the architectural context to enable Member States to better understand the Implementing Rules for Network Services.

This study aims to analyse and evaluate the state of play for compliance and interoperability testing
related to the INSPIRE technical chapters, i.e. data, metadata and services.

Metadata State of Play - Compliance Testing and Interoperability Checking
In the first chapter the document introduces the object of this survey, i.e. the spatial data metadata,
with respect to the European Community INSPIRE programme.
After a general description of what metadata is up to this day and what can be used for in the GIS
commercial and not profit field, the document then describes the INSPIRE requirements for
compliancy. The third chapter therefore describes the normative background related to standards.
The document thereafter (chapter 5) focuses the subject on the present market; the existing software
packages and solutions are taken into account with an analytic approach.
The chapter 6 tries to review the metadata state of play under a critical point of view, underlying
what is present and what is missing.
In the following chapter the author describes a few test cases related to some of the software
described in chapter 5.
The document finally closes with reference annexes for the used terminology, bibliography and the
INSPIRE requirements.
