Citywide Planning Consultant for Port-au-Prince Citywide Spatial Planning Initiative

Through its Global Land Tool Network and in partnership with the Government of Haiti, UN-HABITAT is engaging in the Port-au-Prince (PaP) land reform and citywide spatial planning initiative. The purpose of the initiative is to support the development of a strategic citywide spatial planning in PaP metropolitan region. The initiative consists of several activities including a situation analysis, technical assistance, and guidance in developing a national land policy and in setting and coordinating a development partners group on land. The initiative also consists of developing and implementing a strategic citywide plan for greater PaP. Phase 1 is to conduct a situation analysis to understand the practices and status of land and settlement issues in Haiti and particularly in PaP. The output of the situation analysis will inform the next phases of the process.
Consultant profile:
Qualification: Qualified researcher in the following areas: geography, land management/ administration/information/registry or the social sciences, architecture, urban and land use planning, development studies and land economy.
Experience: At least 10 years international experience in action research and/or consultancy in at least 3 of the above areas. Excellent publication record (including reports and proposals); Work experience in Haiti and/or Caribbean and post-conflict situation is highly desirable;
Knowledge of communities and land networks, informal settlements, urban and peri-urban land issues in Haiti and/or Caribbean/post conflict situation;
Competent in working with government, local government, donors and grassroots organizations
Proficiency in spoken French and English (knowledge of Creole is an advantage)
