JIMAR DATA MANAGEMENT SPECIALIST - ID# 27316. Joint Institute for Marine & Atmospheric Research. Regular, Full-Time, RCUH Non-Civil Service position with the School of Ocean and Earth Science and Technology (SOEST), Joint Institute for Marine & Atmospheric Research (JIMAR), located at the National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) in Honolulu, Hawaii. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, and availability of funds. Minimum Monthly Salary: $3,105.00. Duties: Designs, develops, tests, implements, documents procedures, computer programs, and interfaces, which ensures the integrity, accessibility, timeliness, and usability of the shipboard, remotely sensed, telemetered, in-situ and other data generated or collected by the project. Provides advanced programming, analytical, and computer systems support for coral reef ecosystem monitoring and research, fisheries management, fisheries stock assessment, and oceanographic research. Results from these activities will be published formally and via the Internet. Develops scalable tools and database management applications for the collection, capture, manipulation, integration, maintenance, and dissemination of data, in both raw and summarized form, for personnel at the PIFSC and also for the public via a local area network and the Internet utilizing a variety of programming tools and skills. Minimum Qualifications: Education: Bachelor's Degree from an accredited four (4) year college or university in Computer, Physical, or Biological Science; or Mathematics; or Statistics; or Engineering. Experience: One to three (1-3) years of professional level work experience utilizing state of the art programming languages, scripts and editors in both the UNIX/Linux and personal computer environments. One to three (1-3) years of professional level work experience in the design, development and support of relational database applications with client/server databases, including enterprise-wide database management systems. Operational experience with creating and integrating external modules within an application for data analysis and visualization. Operational experience with developing geospatial map-serving applications. Operational experience in the primary data management functional areas of data collection, data capture, data processing, data maintenance and data dissemination. Operational experience with metadata procedures, data integration, data manipulation, data parsing, and data auditing. Operational experience with managing large scientific data sets including geographic and time series data. Abil/Know/Skills: Significant working knowledge of dynamic Web tools such as PHP, Perl, CGI and HTML. Working knowledge of C/C++. Working knowledge of relational database management software such as ORACLE, MySQL, or MS Access. Demonstrated skills in providing advanced scientific programming support in the Java, Perl, Shell Script, and SQL languages, and database form and report generators. Ability to integrate both raw and summarized data in client/server databases with statistical, GIS and visualization software/tools. Ability to translate end-user requirements 
into tangible design specifications. Ability to communicate effectively both orally and in writing. Must meet US Department of Commerce, National Oceanic and Atmospheric Administration security requirements for working in a federal facility which includes being fingerprinted and having a federal background check performed. Physical/Medical Requirements: Ability to install and configure computer-related equipment and instrumentation in ocean-going research vessels. (i.e. Comfortable with working in small and confined areas, able to lift thirty-five (35) pounds, able to negotiate step ladders, narrow ship passageways and access ports). Must be able to obtain NOAA Medical Clearance for embarking/working on NOAA research vessels or other appropriate vessels which includes providing proof of required immunizations and/or obtaining the necessary immunizations as required by NOAA Aviation and Marine Operations. Desirable Qualifications: Experience with image catalogs and spatial data objects. Experience developing and supporting GIS applications. Experience with Generic Mapping Tool (GMT) software for mapping and analytical data graphing. Experience with Python programming language. Experience with advanced software tools for statistical analysis and data visualization. Experience using routine statistical procedures to perform data analyses, including interpretation of results. Understanding of satellite telemetry and remote sensing technologies and data issues. A portfolio or samples of relevant work. Familiarity with the data management needs and requirements of ocean related research and marine ecosystem studies.
