The Inter-American Development Bank (IDB) Initiative for the Promotion of Regional Public Goods apparently recognizes (and is financially supporting) data/information management as a regional public good... 
 
The call for proposals for 2007 IDB Initiative for the Promotion of Regional Public Goods currently is open until October 19, 2007.

The IDB Initiative for the Promotion of Regional Public Goods which distributes a total of US$10 million in grants each year to support innovative solutions to common or transnational problems of countries in Latin America and the Caribbean. Under this mechanism, the IDB receives and selects proposals from countries that tackle problems where a collective approach offers comparative advantages over individual efforts. 
Entities eligible to submit proposals are: (i) public entities in the IDB’s borrowing member countries; (ii) private, not-for-profit organizations legally incorporated in one of the IDB’s borrowing member countries; (iii) legally incorporated subregional organizations; and (iv) groups or consortia consisting of two or more
eligible organizations.

The initiatives listed below are among the projects that already have been funded thus far:
a) Central American climate database
b) Common Population Census in CARICOM
c) Regional disaster risk management for sustainable tourism in the Caribbean 
d) Strengthening of joint regional management for the sustainable development of the Amazonian biodiversity
e) Climate data applied to risk management in the agricultural sector in Andean countries

a) Central American climate database
In the face of persistent climate risk, this proposal would develop a regional climate database (the public good) to provide relevant, validated, reliable, and current climatic data for the ultimate purpose of improving climate risk management, reducing its economic impact, and making the agricultural sector more competitive in the region. The RPG would be produced with the collaboration of national meteorological and hydrological services in Central America.

b) Common Population Census in CARICOM
The public good would consist in the establishment of technical standards, methodologies, and a common framework survey for conducting population censuses in the 15 member countries of the Caribbean Community and Common Market in the next census year (2010). The use of common methodologies would yield demographic statistics that are easier to compare and aggregate. These standards and methodologies would be established with the active participation of national statistics agencies.

c) Regional disaster risk management for sustainable tourism in the Caribbean 
The public good would be a disaster risk management strategy for the tourism sector in the Caribbean, which would include standard methodologies for: (a) appraising the value of natural resources as a basis for reducing vulnerability to natural risks and promoting sustainability in the Caribbean tourism sector; and (b) developing a vulnerability assessment and risk map for the Caribbean.

d) Strengthening of joint regional management for the sustainable development of the Amazonian biodiversity
This project will create a public good to serve as a framework for instituting a series of complementary public goods. The “umbrella” public good is a shared action plan for the sustainable development of Amazonian biodiversity, to be adopted by the countries through special-purpose institutions. The complementary public goods will be: proposals for cross border ecological corridors, information systems on Amazonian biodiversity (providers and users of biodiversity research, early warning on environmental impacts, etc.), and a “clearinghouse” unit able to put providers in contact with users of research in the Amazon region countries.

e) Climate data applied to risk management in the agricultural sector in Andean countries
This proposal is for the creation of a climate data system for sector risk management in the agricultural sector in Andean countries. This public good would be achieved by setting up a regional database, developing empirical climate models, and lastly generating sector-specific forecasts for agriculture and energy. The data generated by the system would be distributed to users in the public and private sectors.
