The Land Information Council of Jamaica (LICJ) was established by Government in 1991 and is comprised of nine sub-committees. The Council is responsible for organizing and ensuring the development and maintenance of a national networked geographical information system for Jamaica, through the collaborative efforts of land and land related agencies.

In March 2008, the Jamiaica Ministry of Agriculture/LICJ signed $32 million contract for the installation of a National Virtual Reference Network. The system, which will be provided by Spatial Innovision Limited along with its global partner Trimble Navigation Limited, will provide an advanced positioning and navigation system, which will facilitate real time surveying as well as mapping and data collection services 24-hours per day from anywhere across the island.

The Ministry of Agriculture/Land Information Council of Jamaica (LICJ) hosted a two day metadata workshop on April 29-30, 2008, entitled “From Concept to Practice: Dealing with the Backlog”. The workshop was in response to the concerns raised from a metadata online questionnaire and aimed to increase metadata awareness, collection, maintenance and distribution among all LICJ members. The target audience for this workshop was GIS officers who create, analyse and manipulate geospatial data.The objectives of the workshop were to:
- Explain metadata and the importance of metadata production 
- Provide an overview of metadata standards  
- Explore metadata cataloguing practices, guidelines and tools
- Provide guidance in the implementation of the metadata guidelines
- Develop a strategic plan for metadata creation and management.
