[GSDI Technical] catalog of public web mapping services

I assume there was some discussion on a registry of geospatial registries at GSDI-9.  Did the GSDI Technical Working Group propose for its 2007 work plan to put together a 'discussion paper' on the various options/scenarios....  does such a paper already exist?  (if so, please send the link to this Discussion List).  If not, are GSDI members/observers interested in having a focused dialogue on this topic in the coming months, resulting in recommedations and actions....
