Today Google unveiled Google Map Maker, a new product that allows users
to contribute and edit Maps data for regions around the world. One can
create or edit location points, areas, and road segments and their
attributes by editing against an image backdrop in the Google Maps API.
I'm guessing that if you have your own map/image source available you
could underlay it in the API for reference and digitizing. Only certain
countries are 'open' to contribute edits to.
